IT Security & Data Privacy in Cabanglasan, Bukidnon_
I help municipal and barangay offices, schools, health stations, cooperatives and shops in Cabanglasan protect their computers, records and the personal data of the people they serve. Practical security, working backups and Data Privacy Act basics, explained in Cebuano, Filipino or English. I'm based in Valencia City, so on-site visits are part of the deal.
The Town Named After the Banglas Tree
Cabanglasan is a 2nd-class municipality in eastern Bukidnon with about 38,400 residents (2024 census) across 15 barangays and roughly 243 square kilometers. According to its Wikipedia profile, it was once a barangay of Malaybalay and became its own municipality in 1979, taking its name from the banglas hardwood that grows along the upper Pulangi. It borders Malaybalay to the north and west, San Fernando to the south and Agusan del Sur to the east. Much of its land suits rice farming, and the town has 26 elementary schools, five secondary schools, nine barangay health stations and a Bukidnon State University external campus in Barangay Iba. Every one of those keeps records about real people.
Rural Doesn't Mean Off the Radar
Scammers and ransomware don't check how big your town is. A shared office PC with one password, a USB stick passed around the faculty room, a Facebook page admin who clicks a fake "copyright violation" link, or member records kept in a single unbacked-up Excel file: these are the problems I actually see in small offices across Bukidnon. One bad click can lock every file, and when the records include students, patients, beneficiaries or co-op members, it's also a Data Privacy Act problem.
My approach is practical. I look at what you really have, fix the biggest risks first, set up backups that work with rural internet, and write simple rules your staff will follow. I've been building and securing systems for over 14 years, and I explain everything in plain Cebuano, Filipino or English, without selling you equipment you don't need.
Why Cabanglasan Offices Work With a Bukidnon-Based IT Specialist
Six practical reasons an LGU office, school, health station, co-op or shop in Cabanglasan gets more from a nearby specialist than from a distant agency.

Cabanglasan IT Security & Privacy FAQ
Can you come on-site to Cabanglasan?
Yes. I'm based in Valencia City, about 30 km from Cabanglasan in a straight line, and the Poblacion is usually about an hour or more away by road. Visits to the Poblacion and Barangay Iba can often be done the same day. Farther barangays are scheduled ahead, especially in the rainy months.
Does the Data Privacy Act apply to a small office, school or co-op in Cabanglasan?
Yes. RA 10173 applies to anyone who collects or processes personal information, whatever the size: enrollment forms, member lists, patient logbooks, payroll and even CCTV footage. What changes with size is how much paperwork you need. Every organization should still secure its records, collect only what it needs, and know what to do if data leaks.
Do we need to register with the National Privacy Commission?
It depends. Under NPC Circular 2022-04, private organizations with at least 250 employees, or that process sensitive personal information of at least 1,000 people, or whose processing poses a risk to people's rights, must register their Data Protection Officer and data processing systems. A cooperative or school with many members or students can cross the 1,000-person line quickly. Government offices should confirm their obligations directly with the NPC. I can help you check and prepare the registration details, but I'm not a lawyer.
What happens if our computer gets ransomware or a laptop with records is stolen?
First, isolate the device and don't pay or delete anything. If personal data may have been exposed, the NPC's breach rules generally expect notification within 72 hours of discovery for breaches that meet their criteria. That's why I set up tested backups and a one-page response plan before anything happens, so you know who to call and what to do.
We have slow or unreliable internet. Can we still have good backups?
Yes. I use a mix of local backups (an external drive or small NAS that runs automatically) and cloud backups that sync when bandwidth allows, often overnight. The key is having at least one copy that's offline or separate, so ransomware can't reach it, and testing a restore every few months.
How much does an IT security or data privacy engagement cost?
It depends on how many computers, users and systems you have and whether you need documents like a privacy manual. A one-day security check-up for a small office costs much less than a full privacy program for a school or co-op. I give an itemized PHP quote after a short call, and LGU or school clients can get a formal quotation for procurement. If your office is also experimenting with AI-built tools, read my post on why AI-written code is causing outages first.
If your main computer died tonight, what would you lose?
If you're not sure, that's the best reason to book a check-up. Tell me about your office, school or business and I'll send back a clear plan and a PHP quote.
